Roles of the Jersey Gambling Commission

The Jersey Gambling Commission has the responsibility for issuing licences, regulating and supervising gambling operators and providing a system for secure gambling. It is empowered by a set of laws which are in tune with wider, global industry trends. The Commission has jurisdiction over all forms of gambling in Jersey except for the Channel Islands Lottery. Accordingly, the regulator’s 5 core responsibilities include:

  • Providing safety and protection to all gamblers, including the vulnerable, as well as preventing underage gambling.
  • To maintain up-to-date gambling laws and regulations that align with industry standards.
  • Fair and responsible regulation of gambling that allows the industry to grow.
  • To provide a framework for the Commission to work alongside the government and a commitment to economic diversification.
  • Advising Ministers on all matters regarding gambling and its regulation.

In ensuring these core responsibilities are achieved, the Jersey Gambling Commission is committed to work with integrity and diligence. Hence, the following principles help the Commission to live up to its mandates:

  • Provide regulation in line with global standards to avert fraud and money laundering, ensuring that gambling is neither a source of, nor a cover for, organised crime.
  • Guarantee that all licensed gambling products and services are fair and provide proportionate value to consumers.
  • Ensure a mechanism is in place to make operators work responsibly and establish a system to protect children and vulnerable consumers.

Jersey Gambling Commission Casino Licences

The Jersey Gambling Commission has three kinds of casino licences. These are remote, land-based commercial and social & charitable gambling. Casino licences are issued under remote gaming or land-based commercial gaming. Remote gaming licences, permits and approvals are awarded to operators, software suppliers, platform providers, testing agencies and hosting providers.

To apply for a remote casino operator licence, a company must first register with the Jersey Financial Services Commission. Afterwards, download and review the operator documents, guides and policies of the Commission as contained on the official website. After reviewing the operator documents and studying all the information therein, proceed to download, study and complete the application documents.

Application documents include a full declaration and personal declaration for all key officers, forms for management officers and more. Upon completing the forms, you can pay the licence application fees and apply to the Jersey Gambling Commission.

In reviewing an application for a remote licence, the Commission considers the following:

  • The company’s experience in running and managing casinos.
  • It’s commitment to responsible gambling, player protection and due compliance with Jersey gambling laws and regulations.
  • The fitness of the company directors and management team for the grant of a Jersey licence.

Benefits of Jersey Gambling Commission Licensed Casinos

The Jersey Gambling Commission is not as popular a regulatory body as its near neighbour the Isle of Man. However, the Commission is putting solid, comprehensive measures in place to attract and retain top-tier casino operators. From time to time this regulator updates its laws and regulations to suit the needs of the industry, which is laudable.

The cost of obtaining a Jersey casino licence is relatively cheap compared to that of Isle of Man, UK or Malta. Annual fees are also less expensive and are tied to the yearly revenues of each casino.

Benefits to Players

The Proceeds of Crime (Supervisory Bodies) Jersey Law 2008 makes it compulsory for a licence applicant to register with the Jersey Financial Services Commission. As a result, money laundering is effectively impossible for casinos licensed in Jersey, so you are unlikely to encounter rogue operators. The JGC requires every casino to be tested by independent agencies, ensuring that RNGs are both efficient and trustworthy.

Most games in these casinos are from reputable software suppliers, as all developers must also be licensed in Jersey. Transparent handling of player funds and responsible gambling software is always available at Jersey casinos, so your protection is guaranteed. Casinos also work with the top payment solutions, such as e-wallets, prepaid cards and cryptocurrencies, among others.
